One is a working city with an airport and Santa. The other is a ski resort with darker skies. The choice is less about scenery than about what you can actually book.

Why does the tour count matter so much?

Because more operators competing means more departure times, more formats and keener prices. In Levi you are choosing from five listings; in Rovaniemi from eighteen, including the most-reviewed activity in Finnish Lapland.

When is Levi actually the better choice?

When someone in your group wants to ski. That is the one thing Levi does that Rovaniemi genuinely cannot, and it solves a real problem for mixed groups.

Ski in the morning, husky safari in the afternoon, no long transfer between them. If your party splits between skiers and non-skiers, that convenience is worth more than a wider activity list.

The second case is darkness. Levi sits about 100 km north of the Arctic Circle with less light pollution than a city, so aurora conditions are somewhat better on your doorstep. Somewhat, not transformatively. The Finnish Meteorological Institute puts the aurora at roughly half of dark, cloudless nights across Lapland's ski resorts generally, and Rovaniemi's tours exist precisely to drive you out of the city light. Rovaniemi has four direct UK routes for the 2026/27 winter. Levi is served by Kittilä, which has fewer, though easyJet is adding new UK services to both airports.

Can you do both?

Yes, over a week, and it works well. What it costs you is a transfer, and Lapland distances are longer than the map suggests.

A sensible split is a few nights in Rovaniemi for the village and the widest activity choice, then north to Levi for skiing and darker skies. Under five nights it is not worth the moving time, and you would be better off picking one and going deeper.

Is Levi worth it if I do not ski?

Probably not on its own. Without skiing, Levi is a smaller activity market with no Santa Claus Village and a harder flight. Its case rests on the slopes and on somewhat darker skies.

Does Levi have Santa Claus Village?

No. Santa Claus Village is in Rovaniemi, about 8 km from the city centre, and it is free to enter. If seeing Santa is a fixed requirement of the trip, that settles the base question.

Are the tours cheaper in one or the other?

Rovaniemi tends to be keener because more operators compete there. Prices in both run in the same broad band, roughly €89 to €125 per person for the main activities, and each listing shows its live price for your date.

Which has better northern lights?

Levi is darker, which helps marginally. What helps far more is booking three nights rather than one, since the aurora appears on roughly half of dark, cloudless nights wherever you are. Rovaniemi's tours drive out of the city light to compensate.
